Russian airstrikes on civilian energy infrastructure forced six Ukrainian regions into strict power conservation measures on the morning of 26 October.

Ukrenergo, the state grid operator, confirmed that the attacks over the past 24 hours damaged sites in Dnipropetrovsk, Donetsk, Zaporizhzhia, Chernihiv, Kharkiv, and Sumy. Emergency repair teams began work at locations where safety conditions permitted, but the operator stated that restrictions must remain in place until the end of the day to protect equipment already stressed by earlier bombardments.

The restrictions include specific power limitation schedules for industrial users and hourly outage schedules for general consumers. These outages cover up to 2.5 queues, a metric Ukrenergo uses to define groups of consumers and businesses drawing specific megawatt amounts. The Dispatch Centre calculates the necessary queues to offset energy deficits in each oblast. Under existing Cabinet resolutions, critical infrastructure and eligible industrial companies that import at least 60% of their energy are exempt from disconnection.

Ukrenergo advised residents to conserve electricity while the limits are active. The operator urged people to check the official pages of their regional distribution system operator, known as Oblenergo, for specific outage schedules at their addresses. This guidance follows a rise in evening consumption on 25 October, which was 4.8% higher than the peak recorded on 18 October. Ukrenergo attributed this increase to cooler air temperatures prompting consumers to use electric heaters. The operator asked the public to limit high-power appliances between 16:00 and 22:00.

As of 09:30 on 26 October, total consumption was 5.8% lower than at the same time on the previous working day, 23 October. This drop reflects the immediate impact of the new restrictions. Repair efforts continue as crews address damage to the grid.

Separate issues affect two other areas. Russian forces attacked an energy facility in the Kamianets-Podilskyi district of Khmelnytskyi Oblast, leading to emergency power cuts there. Residents in the Dniprovskyi district of Kherson also reported disruptions in power supply.

The grid operator maintains that these measures are necessary to stabilize the network while repairs are underway. The current focus is on preventing secondary damage to equipment that has already sustained impact from the strikes.
