The city of Konotop in Sumy Oblast has operated without electricity for four days. The blackout began after Russian forces struck energy infrastructure on the night of October 23 and 24. Local officials say there is currently no estimate for when power will return.

Artem Semenikhin, the mayor of Konotop, confirmed the status on October 27. Speaking to public broadcaster Suspilne and posting on Telegram, he stated that the city remains dark as of the night of October 26 and 27. He added that most of the city has also lost its gas supply.

Semenikhin described the operational impact on critical services. He said the local hospital is now running on generators. Water distribution has shifted to a scheduled system, with supply available from 06:00 to 09:00 and again from 18:00 to 21:00. Several educational institutions have sustained damage in the attacks.

"Unfortunately, there are no forecasts for when power will be restored. No forecasts at all," Semenikhin wrote. He noted that the situation regarding the electricity supply remains uncertain.

Sumyoblenergo, the regional power distribution company, stated that emergency repair crews are working around the clock. The company said the timeline for repairs depends on the security situation and crew access to damaged sites. The initial drone attack occurred after 03:00 on October 24, hitting energy facilities, a school, and houses. A separate drone strike on an agricultural business later that afternoon killed one worker and injured four others.

The lack of a restoration timeline leaves residents relying on temporary power solutions. The city continues to manage water access through the scheduled windows provided by utilities.
